Build a read-only ZNP morning briefing for grid planners

Returns an action-oriented morning summary for the Cernion ZNP Workspace. The briefing consolidates overnight planning changes, bottleneck signals against the supplied MW threshold, and recommended advisory next actions. It is read-only and does not mutate the ZNP graph or apply NOVA decisions.
