Assess ZNP portfolio with hybrid provenance and transparent dimensions

Computes a deterministic portfolio assessment across ZNP Layer 0 (MaStR), Layer 2 (inhouse transformer PDF calibration), and Layer 2.5 (strategic assumptions). The result includes explicit portfolio.weg metadata and provenance flags to make confidence and source reliability transparent. If kaufmännische fNAV approval is missing, the response is a manual-only hard blocker.
