Load Layer 1 — OSM spatial buildings and clustering (async job)

Fetches building footprints for the project bounding box from the Overpass API (2×2 tiling, rate-limited). Maps Layer 0 MaStR assets to building polygons (oeo_located_in edges) and detects spatial clusters. Computes a clustering-based g-factor multiplier (solar shading / EV simultaneity). REST callers receive HTTP 202 + jobId; poll GET /api/jobs/:jobId/status. Requires addLayer0 to have been called first.
