GET /api/v1/reports/external-spend on the Caveman Cloud control plane. Requires the billing:read scope. Not exposed to autonomous agents: Provider-reported dollars behind billing:read. Keeping it human-only until an agent surface needs it; nothing here feeds savings claims.
