GET /billing/usage/daily

GET /api/v1/billing/usage/daily on the Caveman Cloud control plane. Requires the billing:read scope. Not exposed to autonomous agents: The billing page's per-day chart of the month's billable usage. Agents read the month through the billing_usage action; keeping the day split human-only until an agent surface needs it.
