GET /quality-monitors

GET /api/v1/quality-monitors on the Caveman Cloud control plane. Requires the trace:read_metadata scope. Exposed to autonomous agents as the list action of the caveman_monitors tool (read access). Quality monitors, their verdicts, the actions their rules fired, and an estimate of a monitor draft's volume and judge cost from recorded traffic.
