POST /projects/{projectId}/verdicts/{source}/{runId}/decision

POST /api/v1/projects/{projectId}/verdicts/{source}/{runId}/decision on the Caveman Cloud control plane. Requires the experiment:approve_s3 scope. Not exposed to autonomous agents: Ship starts a rollout or a pull request, and Don't ship or Accept regression closes a comparison. Each is an audited human decision (ADR 0046).
