POST /projects/{projectId}/spot-checks/{batchId}/labels

POST /api/v1/projects/{projectId}/spot-checks/{batchId}/labels on the Caveman Cloud control plane. Requires the eval:write scope. Not exposed to autonomous agents: Spot-check labels are human gold anchors for judge trust (SPEC §4.6). An agent cannot stand in for a human reviewer.
