POST /projects/{projectId}/semantic-cache/compare

POST /api/v1/projects/{projectId}/semantic-cache/compare on the Caveman Cloud control plane. Requires the policy:publish_s0_s1 scope. Exposed to autonomous agents as the compare_semantic_cache action of the caveman_project_setup tool (write access). Project settings for the bound project: semantic-cache shadowing and its options, pixel density, routing previews. Optimizations themselves are chosen per request (x-cave-optimize, x-cave-cache), not switched on here. Changing the semantic-cache threshold or TTL is refused server-side unless the caller holds policy:publish_s2_s3, which a scoped agent connection does not.
