POST /projects/{projectId}/sample-data

POST /api/v1/projects/{projectId}/sample-data on the Caveman Cloud control plane. Requires the policy:draft scope. Not exposed to autonomous agents: Writes sample rows a human could mistake for real evidence. Sample data is an explicit human choice, never something an agent turns on while setting a project up.
