PATCH /api/v1/projects/{projectId}/router-learning-consent on the Caveman Cloud control plane. Requires the org:update scope. Not exposed to autonomous agents: Changes whether tenant traffic may train shared routing models. An optimizer cannot grant itself access to customer data; a human must make this legal and data-use decision.
