PATCH /projects/{projectId}/route-autoclimb

PATCH /api/v1/projects/{projectId}/route-autoclimb on the Caveman Cloud control plane. Requires the policy:publish_s2_s3 scope. Not exposed to autonomous agents: Sets how much provider money automatic backtests may spend and whether Caveman publishes routes without asking. Turning on auto-publish grants publishing, so a human with publish permission decides.
