POST /projects/{projectId}/route-autoclimb/exclusions

POST /api/v1/projects/{projectId}/route-autoclimb/exclusions on the Caveman Cloud control plane. Requires the experiment:run scope. Not exposed to autonomous agents: Stops Caveman proving a candidate model for a workload until a person clears it. Which models Caveman may test on a customer's traffic is a person's call.
