POST /api/v1/projects/{projectId}/quality-monitors/{monitorId}/actions/test on the Caveman Cloud control plane. Requires the eval:write scope. Not exposed to autonomous agents: A test posts to a webhook, an egress channel; an agent that could trigger one could probe an operator's receivers.
