POST /projects/{projectId}/outcomes

POST /api/v1/projects/{projectId}/outcomes on the Caveman Cloud control plane. Requires the outcome:write scope. Exposed to autonomous agents as the record_outcome action of the caveman_fixes_write tool (write access). Dismiss or mark opportunities implemented, create an experiment from an opportunity, record outcomes, and submit practice findings. Legacy optimization proposal creation is retired.
