POST /projects/{projectId}/judgments/{judgmentId}/explanation

POST /api/v1/projects/{projectId}/judgments/{judgmentId}/explanation on the Caveman Cloud control plane. Requires the payload:read scope. Not exposed to autonomous agents: Spends a cross-family LLM call on captured content when a person opens a failed judgment (SPEC §4.3). Agents read failing steps and evidence refs instead.
