PATCH /api/v1/projects/{projectId}/eval-annotations/{annotationId} on the Caveman Cloud control plane. Requires the eval:write scope. Not exposed to autonomous agents: Changes human review labels, assignments or resolution state. Agents can read review state but cannot impersonate a human reviewer.
