POST /projects/{projectId}/criteria/{criterionId}/turn-on

POST /api/v1/projects/{projectId}/criteria/{criterionId}/turn-on on the Caveman Cloud control plane. Requires the eval:write scope. Not exposed to autonomous agents: Turning a criterion on starts grading and spends the judge budget set for it (ADR 0096). An agent proposes what to track; a person decides it runs.
