GET /projects/{projectId}/continuous-improvement/{reportId}

GET /api/v1/projects/{projectId}/continuous-improvement/{reportId} on the Caveman Cloud control plane. Requires the trace:read_metadata scope. Exposed to autonomous agents as the get_improvement_report action of the caveman_fixes tool (read access). Opportunities, optimization proposals, continuous-improvement reports, novelty signals, themes and autopilot moves — everything describing a fix that has not landed yet.
