PUT /api/v1/projects/{projectId}/ci/settings on the Caveman Cloud control plane. Requires the experiment:approve_s3 scope. Not exposed to autonomous agents: Turning CI checks on lets the bound repository's workflows mint spend-capped gateway keys. It is an audited owner or admin decision.
