PATCH /projects/{projectId}/access

PATCH /api/v1/projects/{projectId}/access on the Caveman Cloud control plane. Requires the policy:draft scope. Not exposed to autonomous agents: Changes which providers and models any key in the project may reach, and the ceilings every key shares. An admission control is a security boundary, not a tuning knob.
