POST /org/github/app-manifest

POST /api/v1/org/github/app-manifest on the Caveman Cloud control plane. Requires the org:update scope. Not exposed to autonomous agents: Creates the manifest an organization owner posts to their own GitHub account. Registering the customer's App is an account permission ceremony a person performs in a browser; an agent can neither approve it nor hold its key.
