GET /optimization-proposals/{proposalId}/packet

GET /api/v1/optimization-proposals/{proposalId}/packet on the Caveman Cloud control plane. Requires the proposal:draft scope. Not exposed to autonomous agents: The proposal-keyed spelling of the local fix lane, driven by caveman agent pull and gated on proposal:draft, which an MCP agent connection is never granted (only the onboarding wizard's connection holds it). An agent pulls the same packet by brief (briefs.fix_packet); the GitHub App token this route mints to resolve the base commit never leaves the server.
