POST /optimization-proposals/{proposalId}/evidence

POST /api/v1/optimization-proposals/{proposalId}/evidence on the Caveman Cloud control plane. Requires the proposal:draft scope. Not exposed to autonomous agents: The proposal-keyed spelling of the local fix lane's evidence, driven by caveman agent submit and gated on proposal:draft, which an MCP agent connection is never granted (only the onboarding wizard's connection holds it). An agent reports the same bundle by brief (briefs.fix_report): an agent grading its own work is exactly why the server labels it self_reported and caps it at candidate.
