POST /code/telemetry/latency

POST /api/v1/code/telemetry/latency on the Caveman Cloud control plane. Requires the code:read scope. Not exposed to autonomous agents: Client telemetry transport, not an MCP tool: a person's Code device posts how fast it saw their own chats, as it measured it (ADR 0135). It reads nothing and grants nothing.
