GET /code/runtimes/{runtimeId}/attach

GET /api/v1/code/runtimes/{runtimeId}/attach on the Caveman Cloud control plane. Requires the code:write scope. Not exposed to autonomous agents: Caveman Code's relay asks this before a person's client reaches a runtime. An agent works inside a Code session and never attaches to runtimes from a control-plane connection.
