Create Project Rfi

Founder: record an RFI + set the per-response variable charge (Wave 6D).

Stores the council's request items + a founder-entered variable charge (response_charge_aud) and scope on ci_tp_rfi with charge_status = 'pending'. Advances the project to the rfi stage (forward-only) and seeds the council_correspondence client requirement so the customer can upload direct council correspondence. The customer then sees the approve_extra_work CTA with the amount; only after they approve is the response work unblocked. Founder-only; declared before /{project_id}.
