Surface Quote Cards

Founder: surface gathered quote cards to the customer (Wave 6A).

Marks the targeted (or all) draft quote cards surfaced (status 'quoted', metadata.surfaced=true + surfaced_at), writes ONE customer activity, sends ONE 'status updated' email, and advances the project to consultant_scoping so the approve_quotes CTA is meaningful. Founder-only; declared before /{project_id}.
