Approve Rfi Charge Endpoint

Customer (applicant-owned): approve the additional RFI-response work (Wave 6D).

Sets the RFI's charge_status to 'approved', writes a customer activity and notifies the founder so the response work is unblocked. Authenticated + ownership-checked (owner org or founder). Idempotent — a second approve on an already-actioned charge returns a clear 409.
