BRIEF-SUPPORT-001 — list synced support messages (admin-gated)

List synced support messages, newest first (by received-at, then sync-at).

Returns the feature enabled / configured booleans so the UI can show the activation state, plus a global unread_total. Body text is NOT included in the list (it's on the per-message detail read). Pagination caps at 100 (rule #9). Auth: anon→401, non-admin→403, admin→200; ADMIN_DASHBOARD off→404.
