ADMIN-OPS-001 — soft-delete any agent (admin-gated)

Soft-delete ANY agent (mirrors the owner path: is_active=False).

Returns a JSON summary (not 204) so the operator UI can show the result. Idempotent: re-deleting an already-inactive agent returns changed=false.

Auth: anonymous → 401, non-admin → 403, admin → 200. Flag-off → 404. 404 when the agent doesn't exist.
