ADMIN-OPS-001 — soft-delete/unpublish any playbook regardless of owner (admin-gated)

Soft-delete ANY playbook — regardless of owner.

Mirrors the owner path (is_active=False + is_default=False), but reaches playbooks the owner-only delete at playbooks.py can't (e.g. test leftovers on a founder-owned reference agent). Idempotent.

Auth: anonymous → 401, non-admin → 403, admin → 200. Flag-off → 404. 404 when the playbook doesn't exist.
