Per-agent doom-loop ratio (blocks vs executes) over a rolling window.

Reports the Session-73 chicken-and-egg pattern: gates → no actions → no fresh data → can't recalibrate. Read-only; never mutates agent state. Cached server-side for 60s to avoid repeatedly tailing large logs.
