Topup X402

Fund a per-call sats balance with USDC (x402 on Base). Synchronous settle.

Flow (same shape as any x402 resource): POST without X-PAYMENT -> 402 challenge for the requested amount; resend with the signed X-PAYMENT header -> settle -> credit SPENDABLE (not withdrawable) sats. Idempotent on the settle tx hash.
