Verifier Keys History

Bitcoin-OTS-anchored history of verifier_identity()'s own trust-relevant state (2026-09-04, closes a real gap flagged by Vegeta451/flop-labs on flop-labs/technocore-chat#613: the verifier-keys.json manifest itself was unsigned/unanchored, so a key rotation or history edit had nothing independent to check against).
