Stepup Verify

Single-use step-up token check, for sites that verify Auth Your Agent tokens locally (§9.2). Consumes the token: valid once, invalid after. The access-token + DPoP checks are already done locally by the site; this only confirms the phone-approved, one-time step-up grant.
