New Agent Approval

Agent-initiated approval request. Does NOT require a site grant. Used by agents using Take over (sites that have not adopted Auth Your Agent) to get the owner's approval before performing a sensitive action. The owner's approval mode (cloud/modes.py, rules only) may approve it without asking; that is recorded in Activity with the reason.
