Get a user

One of the account's users by id, read natively from the registry. Any account member may read (members_view). Carries the user's account role; an unassigned user reads as member.

Where to fetch the user's picture (GET /users/{user_id}/avatar, with the image's content digest as ?v=), present exactly when the registry holds one. Absent, not null, otherwise — a client then falls back to the control plane's identity-provider picture, or draws its own placeholder. Fetch it with the caller's bearer; it is not an <img src> address.
