Get a user's avatar

One user's picture as raw image bytes, with the media type it was stored as. Gateway-native. Any account member may read (members_view). 404 when the user has no picture or is not in the caller's account, so a client falls back to whatever it draws for a user without one. The v query parameter is a client cache key and is ignored by the server. Fetch with the caller's bearer — this is not an <img src> address.
