Can ANY physician become a TR today, and if not, what exactly is missing?

The other is the OIG LEIE snapshot: with leie_meta empty, gate A5 answers unknown for every physician, propose() short-circuits on an undetermined gate, and everyone lands in the admin band no matter how well they score.

Both fail loudly in isolation and neither is visible as a launch condition, so a plan that resolves the item bank alone ships zero TRs and looks like a modelling problem. This endpoint is the thing that says otherwise in one call.
