Load an OIG LEIE monthly CSV snapshot (gate A5).

Takes the CSV body rather than fetching a URL: the download is ~100 MB and lives on a government host with its own availability, and an import path that reaches the public internet on an admin click is an outage waiting to be attributed to us. The founder downloads the monthly file; this ingests it atomically.
