Bootstrap a Mac SSH activation

Starts the existing owner-scoped SSH attempt, returns a short-lived one-use reverse-SSH receipt, and runs the existing install/enrollment flow. The receipt must be consumed by the signed-in Mac worker; no bearer token is persisted.
