Approve a headless installation

Approves headless enrollment for an API-key or OAuth principal. The installer supplies its P-256 public key, PKCE challenge and requested root ceilings. The returned enrollment_ticket is a one-use credential valid for 120 seconds: redeem through the signed Device transport and never log it. Device lifetime is separate. Execution feature gates can return 503.
