Authenticated in-dashboard dry-run preview

Returns EXACTLY what a live execute would send upstream for the supplied runner inputs — would_be_payload + preview_notice — WITHOUT submitting anything. This is the authenticated (session-cookie) analogue of the public sandbox dry-run (POST /api/v1/sandbox/actions/execute?dry_run=true). It is a pure local echo: no upstream government call, no DB write beyond the standard provenance receipt, no state change. Used by the dashboard runner to preview a saved profile.
