agent 侧创建确认会话（gate 远程 confirm 回调）。每个确认会话计 1 次 CUA 额度。

CUA 额度与幻觉检测额度分池（auth.check_cua_consume，每月 CUA_MONTHLY_LIMIT 次）： 加购包买家只有主套餐的检测额度，共池会让 ¥59 的 CUA 包对 lite/pro 用户名存实亡。
