Create Order

创建支付订单。返回支付链接或二维码。

下单前做购买资格校验（billing.plans.evaluate_purchase）：主套餐同款在有效期内再买、 或降档购买一律 409 拦截并返回到期日；流量包恒放行，CUA 加购包在有效期内拦截。 激活路径不再校验（钱已收），这里是唯一拦截点，保证用户在付款前就能看到结果。
