Owner/admin metadata for the Phase 6 (#530) soulbound reputation badge private preview route. Returns supported artifact types (reputation_badge_type, reputation_badge_candidate, badge_evidence_ref, badge_display_packet, badge_revocation_preview, owner_issuance_decision), supported actions, owner review requirements, the preserved verified/reachable/failed trust runtime states, and a forced-false authority boundary. Preview-only; route_writes_state false, live_authority_enabled false. Creates no new public trust state.
