Preview a guarded memory context module packet

Normalizes a guarded memory module packet for owner/admin review. The response exposes eligible records, blocked records, data-only context sources, selection decisions, context provenance, memory-write reviews, injection policy previews, route-phase state, and blockers while keeping route authority false. This preview writes no records and cannot promote memory, inject context, export public context, store raw payloads, mutate trust, or expose private Full ECF payloads.
