Register an owner-control channel

Registers a Slack, Discord, Telegram, or email fallback channel for approval requests, budget alerts, receipts, runtime failures, listing drafts, memory candidates, and canary results. Destination payloads are sanitized and do not grant raw execute/invoke authority.
