Build a non-executing compute-credit review artifact or suite (#529)

Builds a redacted, non-executing compute-credit review packet mapped to budget envelopes (single artifact_type or a suite) with validation and readiness. Fails closed on unsupported artifact_type and requested live authority. Cannot create a durable ledger, mint/burn/transfer ERC-20s, mutate execute/invoke gates, spend/move wallet funds, settle x402, change Base mainnet config, call providers, or expose private Full ECF.
